Flexible packaging manufacturers in India: what US buyers should know
A plain guide for US brand owners, co-packers and packaging buyers: what Indian converters make, where their plants are, which papers to ask for, and how to meet them.
8 min read · Sourcing guide · Updated 21 October 2026
Short answer: India has flexible packaging makers in many states, not one hub. Their own websites list plants in Noida near Delhi, in Gujarat (Sanand and Gandhinagar district), in Silvassa, in Hyderabad and around Mumbai. They print and laminate films, make pouches and supply labels, sleeves and cartons. A US buyer should check three things before an order: how each material meets US FDA food-contact rules, recent migration test reports from an accredited lab, and samples from a real production run.
| What they make | Printed laminates on rolls, ready-made pouches (stand-up, zipper, sachets), labels and shrink sleeves, cartons, tube laminates |
| Plants named on company sites | Noida (Uttar Pradesh), Sanand and Gandhinagar district (Gujarat), Silvassa, Hyderabad, Thane and Navi Mumbai (Maharashtra), Rudrapur (Uttarakhand), among others |
| US rule to ask about | Each food-contact component must be cleared by FDA, for example under 21 CFR Parts 174 to 179 or an effective Food Contact Notification |
| Indian rule they work to | FSSAI Packaging Regulations, 2018: overall migration limit 60 mg/kg or 10 mg/dm² tested as per IS 9845 |

What Indian flexible packaging converters make
A converter turns plastic film, foil and paper into packaging. It prints the film, bonds two or three layers together (lamination), slits the result into rolls and often makes finished pouches. Snack, coffee, spice and pet food brands then fill and seal the packs on their own lines, or buy ready-made pouches.
| Product | What it is | Typical use |
|---|---|---|
| Printed laminate on rolls | Two or more film or foil layers, printed and bonded, supplied on a reel | Form-fill-seal lines for snacks, spices, sachets |
| Ready-made pouches | Stand-up, zipper and flat pouches, sachets | Retail packs filled by the brand or co-packer |
| Labels and shrink sleeves | Printed film wrapped or shrunk onto a bottle or tub | Drinks, sauces, personal care |
| Cartons | Printed paperboard boxes | Outer packs for pouches, tea, confectionery |
| Tube laminates | Laminate made into squeeze tubes | Toothpaste, creams, pastes |
Some Indian companies also make the base films themselves, such as BOPP (biaxially oriented polypropylene) and BOPET (polyester) films, and sell them to other converters. If you buy film, not finished packs, say so in your brief: it is a different set of suppliers.
Where India's flexible packaging makers are
There is no single official list of packaging clusters. The best public evidence is where companies say their plants are. Here are three examples, in no particular order, from each company's own website as read on 21 October 2026. This is not a ranking or a recommendation.
| Company (own website) | Places it names | What it says it makes there |
|---|---|---|
| Huhtamaki India (huhtamaki.com) | Thane, Silvassa, Hyderabad, Rudrapur, Navi Mumbai, Bengaluru, Guwahati and more | Flexible laminates at Thane, Silvassa and Rudrapur; pouching at Silvassa; laminates and cartons at Hyderabad |
| UFlex (uflexltd.com) | Noida (Uttar Pradesh), Jammu, Sanand (Gujarat), Dharwad, Panipat, Malanpur | Packaging films at Noida and Dharwad; aseptic packaging at Sanand; laminates, pouches and zip pouches in its range |
| Shree Rama Multi-Tech (srmtl.com) | Moti Bhoyan, Gandhinagar district (Gujarat) | Tube laminates and multilayer tubes |
What this means for a search: a "flexible packaging company in Delhi" is often a plant in Noida or elsewhere in the National Capital Region. A "flexible packaging company in Ahmedabad" may sit in Sanand, Gandhinagar district or another nearby industrial estate. Ask every supplier for the address of the plant that will make your job, not only the head office.

For Indian converters: is a one-day US show worth it?
It can be, if you plan it as a meeting day, not a stand day. The organiser says attendees come looking for contract manufacturers, partners, printing and packaging services, and ways to source or outsource a converting step. That is the opening for an Indian converter. The organiser describes it as bringing together the Southeast US converting region, with regional and national exhibitors.
